Franchise agreements allow a private company or party to provide a service within the city.  The most common allows the use of city-owned rights-of-way for the installation of telecommunication lines, such as Comcast and Ziply, or provide a well-regulated service, like Recology for garbage and recycling services, where a competitive market does not exist.
